Issue: MASAIB-2257
Description:
In cli ( gitops side ), the validation of RSL aws secret while running the saas-tekton should be removed and also the rsl_url field should be removed from appset-configs of aiservice tenant.
Testing:
Tested the changes by including this cli image in saas-tekton and now saas-tekton build no longer validate the rsl aws secret and also not create rls_url param in gitops-envs repo.
