- Refactored `EnneadMatrix` and ethical axioms into a new `governance` module in `synapse-core`. - Renamed `CrystallineLedger` to `IntegrityLedger` and simplified it to a checksum accumulator that does not block operations. - Updated `EmpathyProtocol` and `HolographicRetina` to treat moral resonance as optional metadata. - Removed gatekeeping logic from `LibP2PEmpathyAdapter` in `synapse-infra`. - Restored and verified holographic transport reconstruction logic. - Updated unit and integration tests to align with the new non-blocking architecture. - Verified system integrity with `cargo check` and relevant tests.

This refactor decouples the Genesis/EnneadMatrix "moral resonance" check from core system operations. The system now uses an
IntegrityLedgerfor state integrity without acting as a gatekeeper for data. Moral alignment logic is moved to an optionalgovernancemodule, and the P2P transport layer no longer drops messages based on resonance scores.Fixes #798
