Refactor Genesis/EnneadMatrix to Optional Governance Metadata

Refactored the Genesis and EnneadMatrix system to be optional governance metadata rather than mandatory gatekeepers for network operations.

Key changes:

1. Genesis Relocation: Moved genesis.rs to crates/synapse-core/src/governance/ennead.rs and exposed it via a new governance module.
2. Integrity Ledger: Renamed and simplified CrystallineLedger to IntegrityLedger. It now focuses on data integrity through a checksum chain instead of moral resonance filtering.
3. Network Decoupling: Updated empathy.rs to remove the strict requirement for EnneadMatrix during message creation and decoding. Transport is no longer gated by resonance thresholds.
4. Mock and Test Updates: Updated various mock implementations and tests in metabolism.rs, hirag.rs, and consolidation.rs to include missing trait items and reflect the architectural changes.
5. Build Stabilization: Configured synapse-core to use synapse-infra without default features in tests to avoid environment-specific failures related to video processing libraries.

While some integration tests still show minor issues related to data types in SurrealDB (e.g., holographic_data coercion), the core objective of decoupling Genesis from network operations has been achieved and the codebase compiles and passes most unit tests.
