Refactor Genesis/EnneadMatrix as Optional Metadata

Refactored the Genesis/EnneadMatrix system to be an optional metadata/governance module rather than a gatekeeper for network operations.

Key changes:

• Created crates/synapse-core/src/governance/ module.
• Moved EnneadMatrix, Axiom, and GenesisError to governance/ennead.rs.
• Replaced CrystallineLedger with IntegrityLedger in crates/synapse-core/src/core/crystalline_ledger/mod.rs. The new ledger uses a checksum-based chain for data integrity without mandatory resonance checks.
• Updated crates/synapse-core/src/network/empathy.rs to make Genesis resonance optional for P2P transport and decoding.
• Fixed all imports in retina.rs, translator.rs, lib.rs, and error.rs.
• Removed the legacy crates/synapse-core/src/core/genesis.rs file.

This refactor ensures that network operations and data storage are not blocked by "moral resonance" thresholds, while still keeping the EnneadMatrix available for optional governance and tagging.
