Add v1.1 release readiness gates and fixtures

Summary

• add executable 20-criterion v1 acceptance suite and normative conformance index
• add tracked Go, Python, TypeScript, Rust, and Java examples plus integration fixtures
• add Linux/macOS release validation, mutation, performance, schema, cross-build, deterministic packaging, and asset verification gates
• complete v1.1 configuration, provider protocol, migration, security, and release documentation
• preserve per-attempt repository state and diff evidence in multi-attempt repair runs

Local validation

• ./scripts/validate_v1_release.sh /tmp/intentci-release-evidence-local
• GREMLINS_BINARY=/tmp/intentci-v1-tools/gremlins ./scripts/check_mutation.sh /tmp/intentci-release-evidence-local/mutation-final
• actionlint with shellcheck on both workflows
• 100% statement coverage; 303/303 covered mutants killed; AC-01 through AC-20 passed
