Replaces repo-specific runner labels with shared [self-hosted, Linux/Windows, X64, hummbl-ci] label. Any runner in the pool (Delta, Anvil, Slate) can now pick up this repo's CI jobs. PR #32 added actionlint.yaml declaring the hummbl-ci label but never updated runs-on in governed-pr-check.yml -- jobs hung 24h awaiting a wsl-labeled runner that no longer exists, then were cancelled. Also updates the tooling checkout to hummbl-dev-org/.github (canonical org after migration).
