Publish HRA v0 compatibility archive

Summary

• preserve the complete HRA v0 release history with exact annotated tags, commits, releases, asset IDs, byte counts, and SHA-256 digests
• add a stable compatibility surface, release-history page, and generation-0 deployment identity at /.well-known/hra.json
• bind remote release verification and public links to the renamed numeric repository at hraness/hra-v0
• keep every HRA v0 runtime, credential, storage, bundle, and migration identity unchanged

• production web build
• web and desktop TypeScript checks
• web tests and remote release-history tests
• public boundary, public tree, standalone structure, and agent-guide checks
• exact live read-only verification of 8 tags, 7 releases, and 49 assets after repository rename
