Publish the Atet Agent Skill and hero install UX

Summary

• publish one discoverable atet skill with version-matched CLI installation and workflow guidance
• verify public package discovery and validate the skill metadata and references
• add exact npx and bunx commands plus an accessible copy control to the atet.sh hero
• keep public skill installation separate from the optional CLI-bundled installer
• make the POSIX locking types compatible with Bun 1.3 and current Bun 1.4 declarations

Validation

• full repository and package smoke checks passed
• latest allowed Bun types package smoke passed
• website check passed: 24 tests and static build
• desktop, mobile, copy feedback, no-JavaScript, and overflow checks passed
