Mechanical version bump for the @hasna/todos 0.11.74 patch release carrying PR #37 (route_state authoritative + aligned with OpenLoops drain eligibility). Publish cleared by chief-review-routing-hygiene PASS (#loops-logic msg 23881) on all four routing-hygiene workstreams; post-publish live drain-tick watch condition will be executed and posted to #loops-logic. No code changes.
