Add loading state to OPFS tool, improved table sorting and updated Submit Redaction icon

Summary

• Add loading state and spinner to OPFS Management Tool during data fetch
• Implement custom sort functions for study description and last modified columns with proper null handling
• Refactor cell rendering to use getValue() API
• Add new ToolUpload for Submit Redaction icon and update toolbar button references

• Verify loading spinner displays while fetching OPFS data
• Confirm table sorting works correctly for study description and last modified columns
