Implements the AI settings MVP with test-driven coverage, adds settings deep links including cull://settings#appearance, tightens model/job and agent-access state handling, and carries the preset repair through schema v26.\n\nLocal preflight passed: Svelte check, 1125 Vitest tests, cargo fmt, clippy (existing warnings only), and 757 Rust library tests plus integration targets.
