What this PR does
The Gloas builder-API spec (ethereum/builder-specs#165) merged. Two commits:
docs/gloas-support-plan.md, which no longer exists (migrated to Gloas (ePBS) builder-API support #489).RequestAuth/SignedRequestAuthtoBuilderRequestAuth/SignedBuilderRequestAuth, matching the names the merged spec landed on.What this PR deliberately does not do
No behavior change. Field shapes and wire format are unchanged.
Tests
Existing tests updated to the new type names;
request_auth's round-trip/signature tests still pass unchanged in substance.Reviewer checklist
