Also makes some RSI, locale, and prototype changes to this cherrypick to comply with current namespace standards.

Why / Balance

Port of feature currently on Funky.

Technical details

In addition to the cherrypick, the base textures from computer.rsi has been copied to a new computer.rsi under the _Funkystation namespace. The prototype file from the original PR has been edited to match this change. A new locale file has been created in the _Funkystation directory.

Other computers have not been touched.

Test plan

1. Spawn in each departmental communications computer.
2. Test that they can send announcements, broadcasts, and call evac.
3. Test that they have the correct accesses.
4. Open up a maintenance panel and check that the corresponding texture change works.
5. Break and repair one of them to make sure that it correctly becomes a broken computer.
6. Construct a departmental communications computer using its board.
