Combines Chill, Experimental, Conditional Experimental and Conditional Chill into one Speed control selector in Galaxy and the comma 3/4 settings.
Since only CEM or CCM can be active at a time It makes sense to combine them into one selector. Also updates the experimental mode toggle on the comma to cycle between chill, experimental, CEM and CCM.
