docs: record and verify DOC-001, DOC-002 in the improvement tracker

Summary

Records two documentation improvement items (DOC-001, DOC-002) in the improvement tracker and ships the tracker updates.

What changed

• DOC-001 — Determine the fate of ARCHITECTURE.md & STRUCTURE.md: item recorded, then verified — the pending documentation updates are to be committed as-is. GitHub issue opened.
• DOC-002 — Update README with current project state and the Neo Feeder API endpoints used: item recorded, then verified — plan to align the README with the current menus/dependencies and add a record of the Neo Feeder WS endpoints in use (with a dedicated GetDictionary subsection). GitHub issue opened.

The PR carries the three tracker commits (record, verify, open-issues-and-sync). The linked items stay open until they are implemented through the code-implementation workflow.
