Feature ETP-4917: Propagate labels override to generated header form fields

Summary

• decisions.json label overrides on a field were reaching the generated grid columns but NOT the generated header form fields, so a custom label set for a window would show up in the list view but not in the detail form.
• Propagates the same labels override resolution used for grid columns into the header form field generation path.

Context

Part of ETP-4917 (Asientos Manuales DF corrections) in the functional repo (etendo_schema_forge). This is the tooling-side fix in schema_forge_core; the functional repo will pin the resulting preview package once published.

Test plan

• CI test suites green (publish-preview.yml gate)
• Regenerate an affected window in the functional repo with a labels override and confirm the header form now shows the overridden label
