Fleet usage exporter so Gandalf and Shadowfax feed the Ops Deck usage page alongside Rocinante.

What it adds

• Portable fleet collector + exporter scripts.
• systemd service + timer for scheduled fleet export.
• CI check scripts (frontend + repo scan) and pre-push hook update.

Verification

• pytest tests/: all pass (exporter, fleet collection, CI checks).
• frontend test: 1/1.
• compileall: clean.

Fast-forwardable onto main (no divergence).
