Weekly health item

Closes the mucgpt Medium finding in the 2026-07-20 weekly project health report (elvatis/ideabase#55): PUBLIC repo missing community-health files - apply the canonical set (conventions section 5).

What changed

Adds the two community-health files that were genuinely absent from this public repo:

  • SECURITY.md - the canonical Elvatis vulnerability-reporting policy (reports to security@elvatis.com), copied from the aahp-swarm canonical set.
  • CONTRIBUTING.md - adapted to the mucgpt multi-service layout (core / assistant / migrations / frontend / stack), English, no em dashes.

Scope note

The report also listed .github/PULL_REQUEST_TEMPLATE.md as missing, but the repo already carries a PR template at .github/pull_request_template.md (lowercase) plus issue templates at .github/ISSUE_TEMPLATE/ from the upstream it-at-m/mucgpt fork; the original check missed them on filename casing. Those are left unchanged - this PR is purely additive and does not touch the upstream LICENSE or the existing templates.

Verification

  • Confirmed before the change: gh api returns 404 for both SECURITY.md and CONTRIBUTING.md on main; CODE_OF_CONDUCT.md and LICENSE are present.
  • No em dashes (verified).

Adds the two community-health files that were absent from this public repo: SECURITY.md (canonical Elvatis vulnerability-reporting policy) and CONTRIBUTING.md (adapted to the mucgpt multi-service layout). The PR template (.github/pull_request_template.md) and issue templates (.github/ISSUE_TEMPLATE/) already exist from upstream and are left unchanged.
