Adds the two community-health files that were absent from this public repo: SECURITY.md (canonical Elvatis vulnerability-reporting policy) and CONTRIBUTING.md (adapted to the mucgpt multi-service layout). The PR template (.github/pull_request_template.md) and issue templates (.github/ISSUE_TEMPLATE/) already exist from upstream and are left unchanged.

.github/PULL_REQUEST_TEMPLATE.mdas missing, but the repo already carries a PR template at.github/pull_request_template.md(lowercase) plus issue templates at.github/ISSUE_TEMPLATE/from the upstream it-at-m/mucgpt fork; the original check missed them on filename casing. Those are left unchanged - this PR is purely additive and does not touch the upstream LICENSE or the existing templates.Verification
