Bump version 0.6.0 -> 0.7.0 and date the CHANGELOG section. 0.7.0 bundles the `lintle verify` post-run auditor (Increment 1, sgp4-free) with its acceptance-run fixes, the `lintle dedup` latest-re-issue import list, and the interactive wizard with remembered `.lintle.json` paths.
