Scope

• Move Track T19-01 from conductor/tracks/ to conductor/archive/.
• Record historicalArchive: "conductor/archive/T19-01" in conductor/archive/T19-01/metadata.json.
• Update evidence link in conductor/tracks.md.
• Mark Phase P19 and Track T19-01 as CLOSED in conductor/programme-state.json.
• All native hierarchy issues (T19-01 Published-post editor schema compatibility and crash containment #550, P19 Published-post editor compatibility #554, T19-01 Phase 1: Reproduction contract and failing tests #555-T19-01 Phase 5: Upstream escalation and release evidence #559) and Project Markdown image title/data-caption behaviour is unclear for native captions #38 items aligned and verified via scripts/github-programme.mjs check.
