fix(ci): document installed PR writing skill

[drsh4dow]

bun run verify fails because the documentation inventory sees agent/skills/writing-good-prs/SKILL.md in Git but cannot find the matching README entry.

This adds writing-good-prs to the installed skills list. The existing inventory check now passes and will keep catching future drift.
