• record closeout evidence for GitHub Release v0.1.1 artifact publication
• bind the published release tag, exact asset list, archive checksums, sidecars, archive payloads, macOS smoke output, and approved release wording
• wire the closeout guard into release-candidate-prep
• keep npm vendor refresh, npm publication, hosted surfaces, production positioning, Windows artifacts, bundled PDFium, and public benchmark claims blocked
