Prepare patch 0.1.1 version surfaces

Summary

• Bump workspace, Python, npm, and CLI version surfaces to 0.1.1.
• Update current README/public-boundary install and release snippets for 0.1.1.
• Update live-surface guards while preserving historical 0.1.0 validation evidence checks.

Verification

• cargo fmt --check
• cargo check --locked --workspace
• cargo test --locked -p ethos-cli --test doctor
• cargo run -q -p ethos-cli -- --version
• make light-check PYTHON=python3
• make release-candidate-prep PYTHON=python3

Notes

• The checked-in npm vendor binaries still come from the existing 0.1.0 artifacts and still report ethos 0.1.0. This PR prepares the version surfaces; the 0.1.1 release artifact/vendor refresh remains a later release step.
• No hosted, production, Windows, bundled/project-maintained PDFium, benchmark, ethos-doc, or ethos-rag boundary opens.
