Summary
This PR bumps dependencies used by the Build project.
It also adjusts how versions are centrally managed for the Build project and the test projects. Instead of using
VersionOverridein those project files, this introduces a fewDirectory.Packages.propsfiles in the top-level tests and build folders with those version overrides.
