Add step 4 to Rule compliance audit that extracts explicit project
de-scopes ('No X yet', 'out of scope', etc.) from AGENTS.md/CLAUDE.md
into an inadmissible list. Add filter step at the start of consolidation
that drops any finding targeting a de-scoped capability, preventing
reviewers from auto-fixing things the project deliberately chose not to do.
