fix: make CUDA runtime setup self-healing

What changed

• Install and verify CUDA 12 math libraries required by the ONNX Runtime CUDA provider.
• Fix explicit CUDA archive selection in the Unix installer.
• Detect versioned CUDA library paths and prevent stale provider logs from causing false CPU fallback.
• Bump the release to 0.12.7.

Validation

• 381 tests, 1,450 assertions, zero failures.
• Dependency manifest and shell syntax checks pass.
• Linux release-quality gate and installer smoke tests pass.

Indexing in Metabase remains stopped until the published CUDA runtime is verified.
