Summary
Release scope
This minor release adds the Meta Model API provider and Muse media support, makes the managed screen the experimental CLI default, persists CLI history and model settings, simplifies Bash tool results, and fixes reasoning and tool replay behavior.
Validation
After merge
From updated main, create the root v1.28.0 tag, create all nine submodule tags, push the tags, then publish the GitHub release from docs/releases/v1.28.0.md.
