Add FDE and AI engineer capability roadmap

Summary

• add one compact capability roadmap for forward-deployed and applied-AI engineering
• compare adjacent role responsibilities and organize the method into eight evidence-backed capability domains
• provide four practice missions, a five-part engagement starter pack, assessment prompts, and a concise glossary
• publish the roadmap as a canonical Pages route and connect README, Guide, AGENTS, llms, catalog, support, and maintainer navigation
• add a low-friction field-signal issue form with confidentiality and evidence boundaries

Design boundary

The roadmap is a secondary learning layer over the existing method. It is explicitly not a certification, hiring standard, production gate, or separate framework. It does not replace target evidence, controls, schemas, release review, or operating ownership.
