Some of the scrollable-region-focusable violations (tables, code/code output) fixed upstream along with error color contrast. Equation scrollable-region-focusable still needs to be implemented upstream. Merging this now to get current changes deployed and all remaining fixes are upstream. |

Issues include:
Scrollable region focusable and color contrast needs to be addressed upstream. Color contrast is an issue for code cells intentionally meant to yield errors.
