Move util-go from the historical oss.terrastruct.com module identity to its canonical GitHub organization path. Update self-imports, stack-frame expectations, pkg.go.dev links, and the shared CI formatter pin.\n\nCompatibility sequence:\n- signed v0.1.0 is published from the first commit as the final old-path release\n- d2lang/util-go-legacy freezes that exact commit and tag\n- infra now points the old vanity entry at the frozen mirror\n- merge and publish v0.2.0 only after both vanity objects resolve to the mirror\n\nValidated with the pinned Go 1.18.10 toolchain via go mod tidy and ./make.sh, plus git diff --check and a zero-match old-path search.
