Adds back the MOTD feature from the Scaleform days. Due to some technical limitations caused by the UI upgrade from Scaleform to Panorama, you can no longer remain in the team selection menu until you close the MOTD popup.
As a compromise, we now spawn the MOTD popup as soon as the player joins a team or closes the team selection menu.
This is a proof of concept and is currently missing any proper CSS styling.
