chore: remove database-jobs-v1 package

Summary

Removes the database-jobs-v1 package. The v2 implementation is now the sole database-jobs package. Old code is preserved in git history.

• Deleted packages/database-jobs-v1/ directory
• Removed database-jobs-v1 from CI matrix
• Updated lockfile

• Confirm no other packages in the workspace depend on @pgpm/database-jobs-v1

• Companion: constructive-db #968 also removes its copy of database-jobs-v1
