Adds .github/workflows/tests.yml: on PRs to main (and pushes to main), build the Layover image and run the 29-test unittest suite inside the container rather than against a bare runner Python — so CI validates the actual shipped artifact.

tests/ is excluded from the image by .dockerignore, so the job mounts it read-only into /app and runs python3 -m unittest discover -s tests -v from there.

Once this merges and the check runs once, container-tests gets added to the protect main ruleset as a required status check — closing the last branch-protection gap.

Build the image and run `python3 -m unittest discover -s tests` inside it
(tests/ mounted read-only, since .dockerignore keeps it out of the image),
so CI exercises the artifact we ship rather than a bare runner Python.

The image ENTRYPOINT is scheduler.py, which loops forever; without
--entrypoint the test command was appended as scheduler args and the
container never exited. Run python3 directly instead.
