update dependencies for cuda13

Updates torch and onnx to be compatible with cuda 13

• torch>=2.6.0 -> torch>=2.11.0
  • Pytorch CUDA Support Matrix
  • Torch 2.11 release notes
• torchvision>=0.21.0 -> torchvision>=0.26.0
• onnxruntime-gpu>=1.19.2 -> onnxruntime-gpu>=1.27.0
  • onnxruntime-gpu release notes

Since these dependency versions default to cuda 13, users who don't have cuda 13 will have to manually downgrade the packages.

Tests

• Verified the models in models/onnx work the same as before
• Tested the classification pipeline on examples/sw
