Use canonical ChatGPT submission schema

Summary

Update chatgpt-app-submission.json to use the canonical schema URL currently published by OpenAI.

The URL generated by the installed OpenAI Developers skill redirects to the current schema, but the schema requires its canonical $id as the exact $schema value.

Validation

• fetched the schema from OpenAI Developers
• validated the complete submission with jsonschema.Draft202012Validator
• npx oxfmt --check chatgpt-app-submission.json
• git diff --check

This is the final cleanup before the OpenAI portal handoff. I also verified the deployed production endpoint with an authenticated tools/list: it exposes exactly docs, search, and execute, with annotations matching the submission JSON.

Once this lands, who has admin access to Cloudflare's OpenAI organization and can own the submission at https://platform.openai.com/plugins? My OpenAI account only has a Personal organization. The submission should use https://mcp.cloudflare.com/mcp and the merged chatgpt-app-submission.json.
