ci: enforce contribution gates for community PRs#5

Adds the contributor-facing half of the PR gates (mirrors claudoo): * CONTRIBUTING.md — enforced merge requirements, AI-assisted-contribution rules, and a Developer Certificate of Origin section. * DCO (1.1) file, .flake8 config, [Unreleased] CHANGELOG section, PR-template checkboxes, and a CI badge. The enforcing workflow (.github/workflows/pr-checks.yml) is added to this PR branch via the GitHub web editor (the repo's OAuth token lacks the `workflow` scope).
