This commit introduces new side and standalone repos-token-proxy executable that takes a Rift project configuration file and launches the multithreaded proxy for IDP bearer token authenticated package repositories. It listens for incoming connections on loopback interface and ephemeral port by default but other values can be set in arguments. A new apps package is introduced in source tree to hold the new application entry point. It is designed to house potential other side apps bundled with Rift, and avoid messing up in the root package.
