An open, multilateral platform for artificial intelligence research, governance, safety, and applied development across the Western Hemisphere.
Website: https://www.glapagos.com Platform: https://www.glapagos.ai
GLAPAGOS is an open-source infrastructure platform and institutional framework designed to coordinate AI research, governance, and applied development across the Americas. It is not a product company, a competitive entry in the AI market, or a replacement for any existing organization. It is shared infrastructure: a permanent, neutral, multilateral institution that reduces coordination costs and increases the quality of AI development across the hemisphere.
The analogy to CERN is structural. CERN succeeded because it provided shared infrastructure that no single nation could build alone, neutral governance that kept political interests subordinate to scientific ones, and open publication norms that prevented the concentration of knowledge. GLAPAGOS applies that model to AI: shared compute, open models, federated governance, transparent research, and a common policy framework across 35-plus nations.
The platform operates at glapagos.com and glapagos.ai and serves as the primary destination for all contributors, institutions, researchers, developers, policymakers, and international organizations participating in this initiative.
-
H.Res. 649 (118th Congress): U.S. House resolution urging a safe and responsible regional AI strategy for the Western Hemisphere, protecting civil rights, civil liberties, privacy, equal opportunity, and access to critical services.
-
GENIA Americas / LATAM 4.0: Prior institutional work establishing a regional AI strategy, AI diplomacy framework, and the concept of an inter-American network of AI laboratories.
-
LATAM-GPT (CENIA, Chile): Open-source foundation model coordinated across more than 60 institutions, establishing precedent for open hemispheric AI collaboration.
-
UNDP Digital 4 Development Hub LAC: UN regional infrastructure for inclusive digital transformation.
-
Inter-American Development Bank (IDB): Primary multilateral financing institution for the region and target institutional partner.
