Update to 22.04 instead, which is the oldest Ubuntu image available on GitHub Actions. Unfortunately this means we no longer test with an old kernel in CI, but at least it unbreaks the CI build.

Thanks for this fix. Just as a heads up, currently in the Bytecode Alliance there are no active users or maintainers of this crate. I can merge trivial PRs that keep machinery working like this, but I can't provide review to any of the more substantial PRs outstanding on this repo. If you would like to have a conversation about taking over maintenance of this crate, please reach out.
