chore: initialize vite react project on frontend

• Initialized frontend project with vite react template

Looks fine overall, but I’d like us to remove any remaining Vite boilerplate before merging. The default counter logic and base CSS are still in there and aren’t needed for this project.

We should clean those up so we’re starting from a minimal, production-ready baseline. This will likely need one more commit.
