Little bit of housekeeping for the README since v4 was released 18 months ago... and the current README's example uses v3. Adding this so people don't get confused with facing #3 upon setting up this action.
On an unrelated note, thank you for creating this action! Definitely saved a lot of time setting up PostgreSQL in my CI/CD workflow...
