feat(pam): add filter chips to the target systems and access connectors tabs

Follow-up to the managed credentials toolbar: the other two rotation tabs had a bare, full-bleed search. Options derive from the row models, chips hide when their option set is empty, and both tabs gain a regression test on the search cap so the inline-box trap cannot silently return. No messages.json changes.
