feat: Add 'Vortex' plugin

Description

Adds the Vortex Base MCP plugin for fiat-to-crypto onramps and crypto-to-fiat offramps. The plugin documents Vortex quote/ramp orchestration, keyless anonymous SDK/API usage, optional partner credentials, secure ephemeral-key backup requirements, multi-chain Base MCP routing, and BRL/Brazil KYC onboarding through the Vortex Widget/app checkout flow.
