Implement menu and menu item
Add Setting entity (model, migration, factory, Filament resource + pages, fa/en lang, tests) for global key/value site settings, unique on key. Seed footer/contact reference data via SettingSeeder. Co-authored-by: Cursor <cursoragent@cursor.com>
