docs: archive completed improvement plan; add ADR 0007 - #101

The post-review improvement plan is fully merged (its last item, PR29, shipped), so move it into docs/archive/ alongside the other completed plans and drop it from the living-docs index. Add ADR 0007 recording the decision to ship the generated command reference as a versioned release asset rather than committing the tree (or committing it behind a drift gate) — the choice made when wiring the release docs asset.
