Summary

• publish the sanitized CouncilLogic 0.3.0a1 public alpha
• expand the live CLI to seven default provider lineages with bounded workload preflight, concurrency, recovery, and durable audit behavior
• add Qwen and Cohere adapters, an optional disabled Upstage adapter, release metadata, and a credential-free governance-path proof

Public/private boundary

• contains no private runtime records, machine-specific paths, credential-routing implementation, provider credentials, or generated production outputs
• keeps the HTTP service mock-only and loopback-only
• presents engineering behavior and explicit evidence limits; it does not claim that a model council is a truth oracle or that fifteen calls outperform one strong model
