The bar's sync button is only meaningful once sync is turned on, so hide it otherwise rather than showing a permanently-off control. Thanks to @alvst.

Follow-up to #7. The App Store build syncs through CloudKit and the cloudKitSync flag; every other build uses iCloud Drive and iCloudSync. Hiding the button on the iCloud Drive flag meant the App Store build hid a control that was doing something.
