A quick work-around for paperless-ngx installations with self signed certs.

Long term, it would be safer to add the ability to dynamically (in memory) append a custom certificate to the certificate store Python uses.

Added usage instructions for how to start annotating a document in paperless. (It's in the included screen shot, but I missed it ;-) .)
allow paperless-annotations be used with self-signed cert installations.

(Hacky means, should also add means to add a custom certificate file to the normal store Python uses.)
Add documentation for VERIFY_SSL configuration option.
