This PR completes the first three layers of the Scala-to-Kotlin migration.
A total of 45 files have been converted, following the dependency order specified in
rewrites.md.All new Kotlin files avoid Fully Qualified Class Names and use appropriate imports.
Corresponding Scala files have been removed to prevent duplication.
