Add WWDC26 compiler support

• Adds WWDC26 App schema compiler support for intents, entities, and app enums.
• Adds P1 App Intents support for protocol conformances, entity collections, public templates, and examples.
• Keeps local WWDC SDK snapshots out of the public repo.
